Regional Coordination

The South East Texas Regional Planning Commission serves as Lead Agency for regionally coordinated transportation planning in southeast Texas. As Lead Agency, SETRPC cooperates with the Texas Department of Transportation under the provision of Chapter 461 of House Bill 3588 to eliminate waste and ensure efficiency and maximum coverage in the provision of public transportation services. A Steering Committee provides guidance to the Lead Agency on the planning process, oversees transportation coordination planning activities, provides input for each member’s respective agency/organization, and serves as an advocate for the Regional Public Transportation Coordination Planning Process. The steering committee members are representatives from public transportation providers, health and human services agencies, workforce agencies, interested organizations, local officials, and state agencies.

The SETRPC completed the initial Southeast Texas Area Regional Public Transportation Coordination Plan (RPTCP) in 2006. THE RPTCP was developed by a process that engaged the general public and representatives of public, private, and non-profit transportation and human services providers within the southeast Texas region. This collaborative product provides projects from a “coordinated public transit-human services transportation plan” as required by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). The RPTCP identifies efforts for regional service coordination, creates a transportation coordination plan, and establishes an action plan for priority projects.

The SETRPC maintains its leadership role by staying abreast of big-picture transportation needs and services; keeping others engaged in the planning process and facilitating discussion; and managing the development and implementation of projects in the RPTCP to assure sustainable, coordinated public transportation services in the region.
