GENERAL DESCRIPTION:
The SETRPC is seeking a Senior Transportation Planner to play a key role in the Transportation and Environmental Resources Division. The SETRPC distributes state and federal funds to transportation projects throughout the region through procurement based on adopted regional policies.

This position will play a key leadership role in developing and implementing these projects and working collaboratively with a variety of stakeholders to achieve regional growth and development. This position will support one of SETRPC’s core functions as a Metropolitan Planning Organization (MPO) which includes support of statewide committees and coordination efforts, federal certification and other state and federal requirements, as well as, review and monitor federal and state legislation and funding packages.

The Senior Transportation Planner acts as a liaison between the MPO and various departments within the Federal Highway Administration, Federal Transit Administration, Texas Department of Transportation, Texas Commission on Environmental Quality and other local, state and federal agencies.

EXAMPLES OF WORK PERFORMED:
• Assists in oversight of performance and participation in short- and long-range studies concerning the planning of transportation facilities and services and their impacts on the study area’s transportation network, land use, congestion management and air quality
• Administers the development of complex plans or programs, assesses the feasibility of planning proposals, and initiates program strategy development
• Provides leadership on planning activities in support of regional plans and projects; coordinates development and maintenance of regional plans; leads work assignments and monitors work completion; and provides consultation regarding various studies and initiatives
• Maintains current knowledge in transportation and planning developments and strategies, public policy, and legislation related to regional transportation planning issues
• Develops committee and council meeting materials including presentations in support of project programming and delivery efforts
• Serves as a liaison among federal, state, and local agencies and regional groups in matters concerning the coordination of plans and services
• Assists in coordinating procurements and management of vendors providing goods and services using local, state and federal funds
• Reviews and evaluates planning material for contractual compliance
• Prepares materials in response to requests for information and reports
• Assists with personnel-related duties including assigning and directing work, writing performance plans, conducting evaluations, appraising performance, and training

GENERAL QUALIFICATION GUIDELINES

EXPERIENCE AND EDUCATION:

Education:
• Degree in Urban, Regional, City or Transportation Planning OR
• Degree in Economics or a closely related field. Master’s Degree is preferred.
• Experience working with the Texas Department of Transportation, or any other State Department of Transportation, and with an MPO with involvement in Air Quality Transportation Conformity Regulations, OR
• An equivalent combination of education and experience sufficient to perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in applicable law or regulations.

Knowledge, Skills and Abilities:
• Knowledge of and experience with a Metropolitan Planning Organization having direct involvement in Air Quality Planning and the Transportation Conformity Process
• Knowledge of and experience with federal and state transportation funding programs
• Knowledge of government organization and administration; and of principles, objectives, and procedures of governmental planning, programming, and research
• Experience coordinating transportation projects and programs internally and between agencies
• Considerable knowledge of the principles, methods and practices of cooperative, continuous, and comprehensive transportation and regional planning, including but not limited to current social, political, and economic trends and operating issues

CERTIFICATES AND LICENSES REQUIRED

• Must have a valid Texas driver’s license and reliable personal transportation.
