Community Services Division
The Community Services Division (CSD) is comprised of three key programs: the Community Services Block Grant (CSBG), the Southeast Texas Coalition for the Homeless (SETCH), and The Lighthouse Programs. Through these initiatives, CSD serves residents of Hardin, Jefferson, and Orange Counties in Southeast Texas.
Community Services Block Grant (CSBG)
CSBG provides case management services to individuals and families who are working to transition out of poverty and toward long-term self-sufficiency. Services focus on continuing education, workforce training, and supportive resources designed to improve economic stability and quality of life.
CSD-Social Services Coalition (SSC)
The CSD-SSC is a collaborative coalition comprised of faith-based organizations, healthcare providers, educational institutions, workforce development entities, and social service agencies across the service area. The coalition connects individuals and families to essential services while increasing community awareness of available resources. The coalition works to address the communities needs while focusing on supporting long-term transitions toward stability and self-sufficiency.
PACAN / Lighthouse Program
The PACAN / Lighthouse Program assists low-income elderly and disabled residents of Port Arthur by retrofitting their homes to improve energy efficiency, safety, and overall living conditions. The program also contributes to neighborhood stabilization and broader community development efforts.
Southeast Texas Coalition for the Homeless (SETCH)
SETCH coordinates collaboration among local organizations to address homelessness in Southeast Texas. The coalition collects and distributes data on the prevalence of homelessness, advocates for services to prevent and reduce homelessness, and in conjuction with Texas Homeless Network (THN), facilitates the annual Point-In-Time (PIT)Count — the official effort to measure homelessness across Southeast Texas.
