The principle purpose of the JOHRTS planning process is to provide an overall plan that will permit the most desirable and efficient means of meeting transportation needs for the next twenty years. The MPO also ensures our area complies with the rules and guidelines that the federal government requires in order to acquistion federal funds for transportation improvements. The MPO provides training and technical assistance to local public works and planning directors in the form of workshops and meetings to raise awareness about the impact of air quality issues on the planning, programming and implementation of proposed transportation projects in the JOHRTS area. The MPO is involved in daily activities associated with transportation planning including data collection, technical analysis, dispensing information, and recommending actions. The MPO also provides support for the Transportation Planning Committee (TPC) and the Technical Committee. The TPC, in coordination with the MPO staff, manages and directs all transportation planning activities. The TPC ensures that MPO transportation plans and programs The Technical Committee is an advisory committee to the TPC, and works with MPO staff in preparing planning documents, formulating policies, supervising consultants, and providing technical support for transportation studies. The MPO subcomittees are composed of representatives of the cities, counties, and other interested parties within the JOHRTS area and meet on an as needed basis. This Committee also participates in selecting projects for inclusion in the Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP). Another important factor in the transportation planning process is the Public Participation Plan (PPP). The public has the opportunity and is encouraged to give comments on transportation related issues. The Transportation Division hosts open forums and meetings throughout the three-county area to provide attendees with materials to help educate them on the transportation planning process.
